Is the +2 Power and 1 Health a permanent change or do they revert to normal at the end of the Turn if they succeed in surviving? Also, once this Event resolves this spell is part of finishes resolving, can the controller of the creatures affected Fully Engage them by using them to take actions other than Attacking, thus rendering them unable to Attack and no longer required to do so?

This card is just a tad weakly worded, but all of those gains are for "this turn" which is supposed to describe all three changes to the creatures, even though it could be misconstrued as only affecting the attack portion but does in fact not do so.
Whenever a creature "must attack if able", which is seen on other cards, and that creature only has one action, then that creature cannot use its action for anything else. When it comes time to use that action, it must attack instead of using special, magical, or sacrifice abilities. You may not end your main phase without attacking with this creature if it has an action availabe and can legally attack. However, if you have other ways of fully engaging them or sacrificing them like Sacrificial Altar perhaps, you may do so. If a creature has multiple actions, I would think that the first action used has to be the attack action.

I appreciate the info you have provided, but even in light of it, I would have to disagree with your last statement. I see nothing that would force a multi-action Creature to use its first Action on the Attack as long it Attacked that Turn. If we wanted to get into logic, on the other hand , the card could be altered to require that all of the affected Creatures had to immediately use their next available Action to make a concerted Attack together. It is a Charge!!! after all. But that isn't how the card is written.

You may be correct about the last part.
In truth it was the only part I was unsure about, and I did as much searching in rulebooks and erratas as I could, and compared that to the complete card listings I have, and there is in fact nothing I could find that would force a multiple action creature to attack first, so there is no basis for it. It must attack that turn with at least one of its actions.
