This does not say you must Sacrifice a Creature in order to place opponent's card in their Discard Pile. Rather, the Sacrificing of a Creature is part of the effect generated by doing so. Does this mean that is you don't control any Creatures you could just place their card in their Discard Pile and Draw two cards?

Yea, but by the wording, it seems to me that if you have no creatures the top card would still at least be discarded, right? I do agree that the card draw fails, but I don't think the discard does...

I agree with Q and cadrac here. The way the card is worded woyld lead me to believe that the discarding effect would happen before you would need to sacrifice a creature.
"You may choose to place that card into that player’s Discard Pile; if you do: Sacrifice a Creature you control and Draw two cards."
The words "if you do" suggest that you have already done the previously stated action and whatever comes after it would be the result of that action.
Going by this, I would say that the sacrificing of a creature would be nulled if you did not have any to sacrifice, but you could still get the free discard.

Ahhh, you are correct sirs... I was indeed wrong. You may discard the card, but if you do not sacrifice a creature you cannot draw two cards.
