Which items are within the Bag are not defined. Is it all items other than the Bag on Character/Creature? Or does the bearer of the Bag need to specifically place items within the Bag and only items not in the Bag (including the Bag itself) count towards their normal item limit? Which ever it is really needs to be specified on the card.

All items other than the bag are considered within the bag.

Can the bag be played to a character that already has the maximum number of items it can wear in play?
For example, Lord Zycon has two Rings of Temporal Acceleration on. Would I have needed to play the Bag to him inbetween the two Rings to fit all three on?

No, you're all good. In Mystical, you can always play as many items as you want on Character or Creature. It's just only that small detail of overburden that makes it strategically unsound.
Luckily, this item deals with that little problem. You may play it after the first 2 and still be ok.
Wow...it's been ages since I've answered one of those. It feels like home...
