Would a WANDERING creature still wander if its Out Of Play (i.e. Inside a Building?) Other discussions have stated that a creature inside a building are not affected by attacks, abilities, spells, or effects. (from the BRAWL discussions)

It is out of play so the answer is no, it would not wander to your opponents side of the table. When it comes back into play, it would come in with 3 more wandering counters.

3 or 3 more Wandering counters? I find it hard to believe it would have retained the original counters it might have had.

It comes in with 3 (not 3 more). Cards out of play loose all there tokens so you could also say 3 more but your right....Comes into play with 3......is a clearer statement. You know how much I like clarity.

Yes, the tokens on a wandering creature are time tokens.

Creatures with WANDERING enter play with 3 time tokens; when the final token depletes, a random opponent gains control off the creature, the creature gets a new set of 3 time tokens, and the process repeats.
