If Lord Sutraps were to put an Undead Creature into Play as a Reaction to a declaration of an intent to Attack, the Undead Creature would come into Play too late to Block or Defend against the Attacker, correct?

That is correct. Because the event would need to resolve before the creature would enter play. However, if you delaired a blocker, and that blocker was removed, or destroyed, and you respond by hiring a creature in the same event. Then during the resolution of the event, after the declaired blocker is removed or destroyed, so long as the timing is right, you can then declair the newly hired creature as a blocker and the evnt starts over.
Here's how it would have to work.
You attack with Glye. (Speed 0) I declair my skeleton king a blocker. (Speed 0) you sacrifice bat zombie to destroy my skeleton king. (Speed 6) I respond by hiring a jojo. (Speed 7)
Resolution:
My JoJo enters play. Your Bat Zombie destroyes my Skeleton King. Now because my blocker was removed from the event the rules say that I can declair a new blocker. I can now declair my JoJo as a blocker, and the combat event starts over.
