Pat, I think you captured it right here, but now you have to apply this line of thought to the card at hand. As Redshirt has commented, Builder is not an ability grant, or a Mechanic (as you quoted Wandering and Vampiric). Builder is simply a creature subtype. All we are saying is that it is in our opinion that this Whipmaster does not bestow the Builders it creates with the ability to apply Build Tokens. It simply says those Slave Builders may only use actions to do so, which is confusing at best since it doesn't apparently have any such abilities.

SLAVEMASTER may bring another creature into play as a slave.
Any creature it brings into play loses all abilities.
Any creature it brings into play are considered builders.
Any creature it brings into play gains "May use an Action to put one Trowel Token or Hammer Token on any non-constructed Structure in Play within L.O.S.
Any creature brought into play by Whipmaster may only use actions to build.
