Does this mean total Power+Health of 2 or less or Power of 2 or less and Health of 2 or less?

The way it reads, that being that the word "and" is very inclusive in gaming language, should translate to power + health equalling 2 or less. I don't know if it was intended to be that way...

This is an easy one to fix. My intention was to be Power of 2 and health of 2, however, we can rule as "Q" did and call it a day.

No, it weakens the card. I think we can get away with the way you intended. The sentence is a tad ambivalent, but it can totally be ruled as each stat having a value of 2 or less.
