Not only are you correct in that, but think about this. This card reverses the fortunes of LPR and Bibliotheque, disabling those players from drawing extra cards and instead granting them to the opponent. And I don't even wanna think how ridiculously fun this would be in multiplayer games.

It is a counter to the LPR effect but being a rare it is not likely to be an effective one. I like the design of the card and it could make for some very interesting group play effects.
