Am I correct in assuming this only matters for other cards that interact with a Creature's Loyalty (such as if a Character can't be damaged by Creatures with a 0 Loyalty.) Other than things like that, I can't see any effect from altering Loyalty briefly in the middle of a Turn.
Edit: oops, having now read all the Vampiric Creatures in this set, I see now why it would be so important to reduce the Loyalty of your opponent's Creatures. Duh, me. After all, this card is called "Vampiric Gaze" it stands to reason it would have something to do with all the Vampires in the set.
